Concurrent Run Limit Reached in HCP Terraform
Overview
HCP Terraform provides a usage page where organization owners can view information and metrics about their organization's activity. This page includes a panel for the Concurrent run limit reached metric.

Understanding the Metric
The value in the "Concurrent run limit reached" panel represents the number of times that runs were queued because the maximum number of runs were already active in the organization. This number can exceed the organization's concurrent run limit because it is a cumulative count of queuing events, not a measure of currently active runs.
Reaching this limit is not an error. Subsequent runs will queue and wait to execute until a run slot becomes available.
Recommendation
The purpose of this metric is to demonstrate how often runs are in a queued state within the organization. If you observe that runs are frequently queued, you may want to consider increasing the number of concurrent runs for your organization to improve workflow efficiency.
